Guidelines for Appointing Professional Technical Personnel as Teaching Examiners for Ph.D. Program in Semiconductor Technology.

 

Regulations for the Appointment of Professional Technical Personnel for Teaching in the Semiconductor Technology Ph.D. Program of Minghsin University of Science and Technology, operated by the Minghsin University of Science and Technology Foundation Established by the Program's Faculty Review Committee on February 9, 2023 Revised and approved by the College Faculty Review Committee on February 14, 2023

  1. The Semiconductor Technology Ph.D. Program (referred to as "the Program") aims to recruit technical personnel with exceptional expertise or achievements in their professional fields for teaching positions. These regulations are established in accordance with Article 12 of the Regulations for the Appointment of Professional Technical Personnel for Teaching in Minghsin University of Science and Technology.

  2. The appointment of professional technical personnel under these regulations is limited to relevant professional fields such as the semiconductor industry. The principle is to appoint personnel on a part-time basis, but full-time appointments may be made when necessary. The appointment procedures and terms for professional technical personnel shall follow the regulations for faculty members.

  3. The professional technical personnel in the Program are classified into three levels: Professor, Associate Professor, and Assistant Professor, in accordance with the ranks of faculty members. The qualifications for each level of professional technical personnel are as follows:

  • Professor level:

    1. Previously served as an Associate Professor level professional technical personnel for at least three years with outstanding performance and specific achievements.
    2. Engaged in professional work related to the teaching subject matter for at least fifteen years with exceptional expertise or achievements. However, if the individual has received international-level awards, the required years of experience may be reduced by one to five years.
  • Associate Professor level:

    1. Previously served as an Assistant Professor level professional technical personnel for at least three years with outstanding performance and specific achievements.
    2. Engaged in professional work related to the teaching subject matter for at least twelve years with exceptional expertise or achievements. However, if the individual has received international-level awards, the required years of experience may be reduced by one to five years.
  • Assistant Professor level:

    1. Previously served as a Lecturer level professional technical personnel for at least three years with outstanding performance and specific achievements.
    2. Engaged in professional work related to the teaching subject matter for at least nine years with exceptional expertise or achievements. However, if the individual has received international-level awards, the required years of experience may be reduced by one to five years.
  1. The recognition of specific achievements, special expertise, or accomplishments for professional technical personnel in the Program is as follows:
  • Specific achievements:

    1. Published at least five academic papers relevant to the teaching subject matter in internationally renowned journals.
    2. Participated in at least three international exhibitions organized by relevant institutions.
    3. Hosted major projects or large-scale conferences at least three times with records or proof.
    4. Made significant contributions in the semiconductor field within the past five years, relevant to teaching needs, with supporting documents or records.
    5. Possession of national-level certifications in the semiconductor field, with supporting documents.
    6. Obtained three or more international patents in the semiconductor field.
  • Special expertise or accomplishments:

    1. Enjoyed a reputable status in the semiconductor-related professional field domestically or internationally, relevant to teaching needs, with supporting documents.
    2. Previously held a managerial or executive position equivalent to a government agency or state-owned enterprise and engaged in work related to the teaching subject matter for at least six years.
    3. Demonstrated unique insights and significant contributions in successful business management, professional design, or other areas highly valued and recognized by various sectors, with examples.
  1. The evaluation of the aforementioned specific achievements, special expertise or accomplishments, definition of international-level awards, and determination of talent required for the Program's teaching needs, as well as the consideration of reducing the required years of experience, shall be conducted by two or more external scholars or experts in the relevant field, upon submission of relevant supporting documents by the proposed professional technical personnel.

  2. The teaching hours, remuneration, benefits, leave, research, further education, retirement, relief, posthumous benefits, seniority-based salary increments, and other matters concerning full-time professional technical personnel shall follow the regulations applicable to faculty members. Part-time personnel shall be compensated according to the standard hourly rate for teaching assigned to the corresponding level of faculty members.

  3. Any matters not covered by these regulations shall be handled in accordance with relevant provisions.

  4. These regulations shall be implemented after being approved by the Program's Faculty Review Committee and the College Faculty Review Committee, and any future amendments shall follow the same process.
